State and Local Incentive Representation

Pollina Corporate has used its expertise to help major corporations such as Bosch, Caterpillar, W.W.Grainger, and 3Com negotiate state and local incentive packages. Interestingly, most companies seek and receive only 10%-15% of the state and local incentives available. In a number of cases, our negotiations have represented as much as one third of the total capital investment for a particular project.

These incentives may take a variety of forms: property tax abatements, corporate tax reductions, payroll tax reductions, subsidized job training, free or low-cost property (land and buildings), publicly financed infrastructure (e.g., sewer and water, turn lanes, stoplights), low interest or forgivable loans, and cash grants. It is important to note that a company need not relocate to achieve significant state and local incentives.
Incentives are not limited to the big players only. On a smaller project in which Pollina Corporate was involved, a company with only sixty manufacturing and warehouse jobs was offered a full range of incentives by a number of states. These incentives included payment of all employee salaries during an on-the-job training program lasting 8 weeks; an eighty percent abatement of personal property taxes for a period of 10 years, which amounted to over $800,000 per year; a decrease in real estate property taxes of over $100,000 per year; and, low-interest loans of over $10,000,000 for building improvements. As the company hired additional employees, a portion of the principal of the loan was forgiven.
Using a specially trained team of economists, CPAs and attorneys, Pollina Corporate will:
  • Negotiate, maximum incentive offers from state and local governments, utilities, and economic development groups
  • Evaluate incentive offers and determine the benefit to corporations
  • Complete negotiation and documentation of incentives
  • Complete applications for statutory incentive programs
  • Develop documents to assure that all negotiated incentives will be provided
